Editorial: Riot ou white strike. Is the Espírito Santo here?

Yesterday, the press exhibited terrifying scenes of violence in the State of Espírito Santo, after the activities of the State Military Police stopped. In fact, one can not speak of a strike, but a mutiny. It was a riot not organized by the military police, but by their wives and relatives, who camped outside the PM's general headquarters, preventing police officers from taking to the streets. Of course they are not trying to force the bar. It is a strategy used to escape the harsh legislation on the strike veto of military police officers, as well as to save the associations that represent them from the heavy fines imposed by the courts. The last one was stipulated in one hundred thousand reais per day.

There has been a long period of time under a kind of "white strike," when military police refuse to go out on the streets without proper security conditions - such as lifejackets that have expired - for example, the State of Pernambuco once again had indexes Of worrying violence. They are trawlers, assaults to collectives, explosions of ATMs in the interior and metropolitan region, murders, etc. In January alone, 300 assaults were recorded on collectives. At the end of the week, 50 homicides were registered, returning the state to those levels of violence that were only verified before the launch of the Pact for Life in 2007. We will not resume the controversy surrounding the PPV here, but it is a fact that it is over. As the sociologist José Luiz Ratton affirms, the bases under which the PPV was conceived today are no longer true. We have already had the opportunity to discuss this here.

The state finally announced a policy of readjustment for the military police, after long studies. The proposal foresees a staggering of adjustment indexes, starting in May 2017, until the salary is equated with civilian police. According to the official statement, Pernambuco would enter into the role of the few states of the Federation where this wage equalization would be applied. Also according to this note, the readjustment would cost in more than 300 million the expenses of the State with the payroll of the servers. The State, as we all know, is already at the limit of its commitment to the payroll, according to what the Fiscal Responsibility Law says. State finances are weak. Negotiations with the Federal Government are not uncommon with the objective of "balancing" the public accounts, in an accounting device that has been widely criticized by the opposition in the State Legislative Assembly. Someone who has been involved in this issue is State Deputy Sílvio Costa Filho, with his colleague Priscila Krause, two lawmakers aligned with projects that distance themselves from the re-election of governor Paulo Câmara (PSB).

If, on the one hand, everything the State Government says is true, on the other hand, the proposal did not please the military police, who already threatened to extend the "white strike" to the prison system, as well as A stoppage during the approaching momesque festivities. This, in addition to representing a huge economic and political burden for the state, should expose the population to extreme vulnerability, just as it is in the state of Espírito Santo, where 87 murders, 200 looting , Hundreds of assaults to passers-by and automobiles. There is a climate of terror in that state of the federation. Neither the presence of the federal forces nor the armed forces prevented the wave of violence. Collective transportation companies collected their buses.

There are several criticisms about the activities of the Military Police. In more extreme cases, some even advocate its extinction. This debate leaves us to another moment. The fact is that in the current public security strategies or policies, PM plays a crucial role. His absence on the streets leaves an open flank difficult to fill. Chaos sets in. A few years ago there was a Department of Civil Police Operations, where police officers were on the streets every day in vehicles. That's been a long time. Perhaps, in the near future, how the state needs to reinvent ways to confront and punish crimes and crimes, whether it becomes less dependent on the PM for public safety. At the moment, PM representatives are considering a counter-proposal to present to the State Government. Let's hope that they come to an agreement, because public safety is something very serious.
